Monitoring of Education Markets and Organisations (MEMO)

The Monitoring of Education Markets and Organisations is an HSE University project that studies all levels and sectors of education. MEMO includes statistics, surveys, and interview data covering consumers of educational services (students and their families, employers) and producers of educational services (educational institutions and their actors—management, teachers and faculty staff—as well as other organisations and individuals provided educational services).

The main aim of MEMO is to provide informational support for educational policy in Russia.

The project is carried out by experts from the Institute for Statistical Studies and Economics of Knowledge, the Institute of Education, the Laboratory for Institutional Analysis of Economic Reforms, the Institute for Public Administration and Governance, the Laboratory for Labor Market Studies, and the Centre for Institutional Research.

The Centre for Institutional Research collected both quantitative and qualitative data for the project. During quantitative research we developed and programmed questionnaires, designed samples, tested survey instruments, collected data, prepared databases for analysis, analysed data, and created reports. During qualitative research we designed interview guides, recruited participants, conducted interviews, transcribed recordings, and prepared methodological and analytical reports.
